Terms of service
Last updated: 2026-07-31 · Effective for https://ruletka.me and related public seed hubs operated under this brand
These Terms of Service (“Terms”) are a binding agreement between you and the operators of ruletka.me (the “Service”, “we”, “us”). By accessing or using the Service — including the website, live chat client, helpers, or related APIs — you agree to these Terms, our Privacy policy, Community guidelines, and EULA.
If you do not agree, do not use the Service.
1. Eligibility
- You must be at least 18 years old (or the age of majority where you live, if higher).
- The Service is adults only. Anyone under 18 is prohibited from using it.
- You confirm you have legal capacity to enter this agreement and that your use complies with laws that apply to you.
- We may ask you to confirm age before chat (for example a first-run checkbox). That confirmation is not a government ID check.
2. What the Service is
ruletka.me provides random and friends-based video chat in the browser. Typical pieces:
- Matchmaking & signaling — a hub (bridge) helps pair users and exchange WebRTC offers/answers/ICE and text chat for the session.
- Video & audio — when the network allows, media is peer-to-peer WebRTC (encrypted on the media path). We do not run a permanent video recording store for calls.
- TURN / relay — if a direct path fails, encrypted media may pass through a relay. Quality and availability depend on your network and capacity.
- Optional features — rooms, friends, party browse, messages, device settings, themes, and similar tools as shown in the client.
The Service is offered for personal, non-commercial use unless we agree otherwise in writing. Features may change, break, or be limited without notice. There is no guarantee of continuous uptime, match availability, or a successful call.
3. Acceptable use
You agree not to:
- Use the Service if you are under 18, or involve minors in any way (including sexual content, grooming, or solicitation).
- Harass, threaten, stalk, dox, blackmail, or abuse others.
- Share hate speech, violent threats, or content that promotes illegal activity.
- Transmit illegal content (including CSAM, non-consensual intimate imagery, fraud materials, or content that infringes others’ rights).
- Spam, scam, phish, or run deceptive schemes (crypto “giveaways”, fake support, etc.).
- Disrupt the Service: flood matchmaking, abuse APIs, attack infrastructure, probe other users’ devices, or distribute malware.
- Use bots, scripts, or automation to mass-match, mass-message, or scrape users without our prior written permission.
- Circumvent bans, blocks, rate limits, or safety systems (including creating identities solely to evade enforcement).
- Impersonate others in a misleading way for harm or fraud.
- Record, stream, or publish another person’s video/audio without their consent where that is illegal or prohibited by these Terms.
More practical rules for everyday chat are in the Community guidelines and Safety pages. If those conflict with these Terms, these Terms control for legal purposes.
4. Safety tools & reporting
- You can use Next, Stop, Block, Report, partner mute/blur, and self-hide where available.
- Reports may be stored and reviewed by automated systems and/or operators. Multiple independent reports may temporarily or permanently restrict matchmaking for an identity on a hub.
- Optional on-device filters may skip or flag explicit material; they are imperfect and do not replace your judgment.
- You are responsible for who you talk to. A stranger can still screenshot, record, or misuse what they see. Do not share secrets, passwords, financial data, or anything you would not show a stranger in public.
- In an emergency, contact local emergency services. We are not a crisis line.
5. Identity, friends & chat
- No classic account required. The client may create a local identity (for example a user id and friend code) stored in your browser.
- You may set a display name, optional avatar, and cosmetic flag. These are shown to partners and friends. Do not use names that violate §3.
- Friends are mutual and stored on the hub instance you use so online status and DMs can work. Friend requests require accept.
- Match chat may be kept on your device after a call ends. Friend messages may be stored on the hub for delivery when the other person is offline.
- Exporting a profile may move your identity key between devices; clearing local data removes local copies on that device. Friends and some server-side records may remain on the hub until removed or purged under our practices.
- See the Privacy policy for what is processed where.
6. Your content & conduct
You are solely responsible for what you say, show, and send (video, audio, text, links, images, friend messages). You represent that you have the rights needed to share that content and that it does not violate law or these Terms.
By using the Service you grant us a limited, non-exclusive license to process content solely as needed to operate features you use (for example relaying chat text, signaling, friend DMs, reports, and abuse prevention). We do not claim ownership of your personal media streams.
We may remove or refuse to transmit content, or restrict accounts, when we reasonably believe there is a violation of these Terms or legal risk.
7. Third parties & other hubs
- The product is designed so other people can run their own hubs. A third-party hub is a separate operator. Their policies, logging, and reliability may differ.
- If you connect to a non–ruletka.me hub, that operator’s terms and privacy practices apply in addition to any local client EULA.
- Federation / mesh matching may connect you with users on cooperating hubs. Video remains WebRTC between peers when possible; signaling may cross hubs.
- Third-party links, wallets, app stores, or tunnels are not controlled by us. Use them at your own risk.
8. Donations
Voluntary crypto or other donations (see Donate) are optional gifts.
They do not buy features, priority matching, immunity from enforcement, or a commercial support contract.
Donations are generally non-refundable. Always verify addresses only on official pages (for example this site’s donate page / donate-addresses.json).
9. Intellectual property
- Brand names, logos, and the design of the ruletka.me site as published by us are protected as applicable.
- Portions of the software may be released under open-source licenses (see project repositories and LICENSE files). Open-source licenses govern that code; these Terms govern use of the operated Service.
- You may not use our marks in a way that implies endorsement or confuses users about who runs a hub.
10. Disclaimers
THE SERVICE IS PROVIDED “AS IS” AND “AS AVAILABLE”, WITHOUT WARRANTIES OF ANY KIND, whether express, implied, or statutory — including merchantability, fitness for a particular purpose, title, non-infringement, quiet enjoyment, or that the Service will be uninterrupted, secure, or error-free.
We do not warrant that matches will be appropriate, that partners will behave lawfully, that TURN will always be available, or that on-device safety filters will catch every problem. You use random video chat at your own risk.
11. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, WE AND OUR OPERATORS, CONTRIBUTORS, AND HOSTING PROVIDERS WILL NOT BE LIABLE FOR any indirect, incidental, special, consequential, exemplary, or punitive damages; loss of profits, data, goodwill, or opportunities; or damages arising from partners’ conduct, network failure, unauthorized access, or inability to use the Service — even if advised that such damages were possible.
TO THE MAXIMUM EXTENT PERMITTED BY LAW, OUR TOTAL LIABILITY FOR ANY CLAIM ARISING OUT OF THE SERVICE IS LIMITED TO the greater of (a) the amount you paid us (if any) for the Service in the 12 months before the claim, or (b) USD $50. Some jurisdictions do not allow certain limitations; in those places, our liability is limited to the fullest extent allowed.
12. Indemnity
You agree to defend, indemnify, and hold harmless the Service operators and their agents from claims, damages, losses, and expenses (including reasonable legal fees) arising from your use of the Service, your content, or your violation of these Terms or applicable law.
13. Suspension & termination
We may suspend, rate-limit, or terminate access (including matchmaking bans, blocks, or refusing WebSocket connections) if we believe you violated these Terms, harm other users, or create legal or operational risk — with or without prior notice. You may stop using the Service at any time and clear local data from Settings where available.
Sections that by nature should survive (including disclaimers, liability limits, indemnity, and IP) survive termination.
14. Changes to these Terms
We may update these Terms from time to time. The “Last updated” date at the top will change when we do. Continued use after changes become effective means you accept the revised Terms. If a change is material, we may also note it on the homepage or in the client when practical.
15. General
- Entire agreement. These Terms plus the linked Privacy policy, Community guidelines, and EULA are the entire agreement for the Service, unless a separate written agreement applies (for example a commercial hosting deal).
- Severability. If one provision is unenforceable, the rest remain in effect.
- No waiver. Failure to enforce a provision is not a waiver of future enforcement.
- Assignment. You may not assign these Terms without our consent. We may assign them in connection with operating or transferring the Service.
- Language. The English version controls if translations differ.
- Governing law. These Terms are governed by the laws applicable to the operator of the hub you use, without regard to conflict-of-law rules, except where mandatory consumer protections in your country apply. Courts of competent jurisdiction for that operator may hear disputes, subject to those protections.
